St. Louis, MO, United States (AHN Sports) – The NFL finally won – at least for now.

By a 2-1 decision, the Eighth Circuit Court of Appeals in St. Louis granted the league’s request for the temporary stay, effectively reinstalling the lockout, at least for a few days.

The decision was rendered just hours after owners were forced to allow players to return to club facilities for workouts and meetings with coaches.

The stay will be in effect until the judges have time to decide on a request for a full stay.

That would keep the lockout in place while an appeal of the injunction players won last week that reopened the league works its way through court. That could take at least a month.

The temporary stay does not ensure that the owners will get a full stay, but it provided the team with a small victory, at least for now.

Palo Alto, CA, United States (AHN) – Stanford University became the latest Ivy League school on Friday to reinastate the Reserve Officers Training Corps.

The Palo Alto campus’ faculty senate voted 28-9 to let the military set up an ROTC program despite opposition over the ban on transgender people from service. Three members of the senate abstained.

Dozens of students protested as the senate debated an ad hoc panel’s recommendation to resume the program 40 years after it was ended.

The university will work with the military to establish a “restructured” program under a proposal that was amended to make clear the senate does not endorse the ban on trangender people.

“If the leadership of the military is drawn from communities that teach and practice true tolerance, change is more likely to occur,” University President John Hennessy and Provost John Etchemendy said in a joint statement.

“The U.S. military has demonstrated an ability and willingness to change over time, and we believe Stanford can contribute by providing leadersdoes not share capable of helping create that change,” they added.

A handful of Stanford students currently take their ROTC training at neighboring campuses, including the University of Berkley.

The decision by Stanford comes after Harvard University’s anniuncement last month that it would reinstate the Naval ROTC this summer, when a law overturning “Don’t Ask, Don’t Tell,” the ban on gays in the military, takes effect.

China (AHN) – China will ban smoking in most indoor facilities, including hotels, restaurants, theaters, bars and railway stations beginning May 1.

The Ministry of Health law doesn’t specify penalties for people who violate the ban or for businesses that don’t meet the ban’s specifications.

The rule requires business owners to post no smoking signs, it prohibits cigarette vending machines in public places and it requires outdoor smoking areas to be out of the way of pedestrian walkways.

According to the Chinese news service Xinhua, about 300 million Chinese citizens are regular smokers. This leaves about 700 million people exposed to second-hand smoke.

The new rule does not prohibit smokers from lighting up at work.

“We have asked the Court of Appeals to consider on an expedited basis both our request for a stay and the appeal itself,” league spokesman Greg Aiello said in a statement. “There are strong legal and practical reasons that support a stay.”

Meanwhile some players looked to return to team facilities to get back to work. Players were able to get into most team sites but were barred from working out as the league plotted its next steps.

New York Jets offensive tackle D’Brickashaw Ferguson has a $750,000 bonus in his contract that’s tied to offseason workouts and was among players who reported to the team’s practice facility in Florham Park, New Jersey.

NFL training camps open in July and August and the regular season is scheduled to begin Sept. 8.

Free agency is a huge part of any football offseason and should presumably start after Nelson’s order.

Koriyama, Fukushima, Japan (AHN) – School authorities in Fukushima started removing the topsoil from playgrounds on Wednesday. The soil was exposed to radiation leaks from the damaged Fukushima Daiichi nuclear reactor plant.

School authorities decided to remove the surface soil because tests showed that radiation levels exceeded 3.8 microsieverts per hour at the elementary and junior high schools and 3 microsieverts at the nurseries. The Education and Science Ministry set limits at 3.8 microsieverts.

Soil will be removed at 15 elementary and junior high schools, and 13 nursery schools in the prefecture.

The removed soil will be sent to local landfills.

On Wednesday, Japanese Emperor Akihito and Empress Michiko visited the port of Minamisanriku, where more than 1,350 residents are missing or dead. This is the imperial couple’s first visit to the region, although they have been to other earthquake-affected areas in the south.

The town has about 20,000 residents. Over 3,800 houses in Minamisanriku were destroyed by the magnitude 9 tremor. About 200 residents still live in a local gymnasium.

The royal couple will visit the Iwate and Fukushima Prefectures next week.

Regina, Saskatchewan, Canada (AHN) – Saskatchewan has approved the first commercial-scale carbon capture and storage facility in the world.

SaskPower’s $1.24-billion Boundary Dam Integrated Carbon Capture and Storage Demonstration Project seeks to transform an old coal-fired generating unit into a producer of reliable and clean electricity, while cutting greenhouse gas emissions by about 1 million tons a year. The facility would also capture carbon dioxide, which would enhance oil recovery.

Two projects in Alberta also plan to capture C0 2 from upgraders near Edmonton, but only SaskPower proposes to use it for oil recovery. Experts estimate the cost of carbon capture technology at $80 a ton.

SaskPower President Robert Watson said that with Ottawa’s contribution of $240 million to the project and income from the C0 2 sale, the cost per kilowatt hour of electricity to be generated would be comparable to that generated by a new natural gas-fired plant.

The project is expected to generate 110 megawatts of electricity and yield 1 million tons of C0 2 a year, which SaskPower plans to sell to oil firms.

The utility firm plans to begin construction immediately, with the first power expected to be generated by 2014.

Rob Norris, Saskatchewan minister responsible for SaskPower, said in a statement, “By proceeding with the carbon capture project at Boundary Dam, while continuing to add wind power and investigating other renewable energy options such as biomass, SaskPower is helping to build a greener future for Saskatchewan.”
